SMALL BUSINESS : Blue Cross debuts low cost small business planBlue Cross and Blue Shield of believes it has a cure for small businesses struggling to pay health-insurance premiums for their employees — cut covered services ranging from mental health treatments to chiropractor visits. The Eagan-based insurer recently launched a health plan for businesses with two to 50 workers. Called Freedom 1-2-3, the plan represents the first time a major Minnesota insurer has taken advantage of a four-year-old change in state law that removed requirements for small-business health plans to cover certain conditions. Blue Cross’ major competitors — Minnetonka-based Medica and Bloomington-based HealthPartners — believe eliminating covered services is the wrong strategy to reduce premium costs. They believe businesses, and their workers, would rather save money with higher deductibles or smaller provider networks than go without coverage for certain treatments.
